Home a/c not cooling very good -- most likely cause?
I live in Oklahoma and last summer's heat was just brutal. My central a/c unit is 15 years old now and it is just a straight a/c & heating system without any sort of heat pump. About 3 or 4 years ago the compressor and start capacitor were replaced and about 2 years ago the fan motor on the top of the outside part of the unit (the condenser i believe it is called) was replaced. Last year when the summer heat was brutal the unit ran almost constantly to keep the house at a somewhat comfortable temperature. Sometimes the compressor would not start and i believe it was because the thermal breaker would activate. I would spray cold water on the compressor until it cooled off and started running again. My brother-in-law who by the way is not an a/c professional has the freon and gages to add freon and he checked it an added a little freon towards the end of the summer and it didn't seem to make any difference in the performance or the thermal breaker issue at all. So is the most likely problem another worn out compressor? Or has the age of the unit just caused it to lise so much efficiency that it no longer has the capacity to cool down the house adequately? It used to cool the house really well with ease and now it just seems to not be blowing cold enough air to get the job done. The heater portion still heats the house with gusto. Although i'm sure that is irrelevant. Well maybe not totally irrelevant as it indicates the attic part of the unit is still blowing hard enough and that the vent system and duct work are not the culprit. So hopefully it is something simple and not another compressor motor as that was an expensive repair. Please help if you can, i can't really afford an expensive repair right now as money is super tight.
I checked the hot liquid line and the cold suction line and the hot liquid line is not very hot at all as a matter of fact i would classify it more as warm than hot and the cold line is not freezing cold only cool to the touch. It is only 85 degrees outside today and the a/c has been running non-stop since Mid-morning and the inside temperature is only 73.6 degrees. Once upon a time not that long ago the a/c would only run for a short time and it would easily pull the inside temperature down to 68 degrees even when outside temps were in the 100s. I'm not the best at keeping my indoor filters changed but i don't think i ever seriously neglected changing them.
The inside coil in the attic did freeze up about 5 years ago but the technician didn't tell me exactly why or if he did i certainly don't remember. Is it possible that the inside coil is dirty and the condenser unit and compressor are working as they should? Also the outside coil doesn't look dirty and i washed it a bunch last summer when the heat was unbearable because the cold well water seemed to always pull the temperature inside down by about 2 degrees. Can the condenser coil be dirty without looking dirty? The last time the a/c man was out he was trying (although not aggressively) to get me to replace my entire system. I know a heating & cooling systems don't last forever but is 15 years the life expectancy of a system these days? Or should i contact a different company to come out the next time i have my system serviced? Thank you guys for all the informative answers so far you are truly professionals.

Single stage or 2 stage furnace?
I live in OHio and should I get a heat pump, single 96% or 95% 2 stage furnace. I have different prices and brands from different companies. I am also adding central air to the home. What is some of the better brands. I have also different warranties.

Why is a heat pump so cost effective?
