My gauges read retard. I checked for power at the dual run capacitor, there is power to the fan ( the outdoor fan is running), but there is none going the capacitor herm terminal. Is it the capacitor thats bad? Could it be the wire, even though it looks good?

My wife's 2000 Chevrolet Venture minivan will not start. Anyone with pointers would be much appreciated.?
The van has been having trouble starting since we bought it used two years ago. When I try to crank it, if it doesn't start immediately, I stop wait a second and then try again until it cranks. My wife just holds the key in the start position until it cranks. Not sure which way is right, that's just how I was taught. Well it started getting progressively worse and on top of that there is a short somewhere in the turn signal / hazard wiring; it keeps blowing fuses. Plus her driver/passenger power windows go very slowly up or down until it gets halfway. We took the battery out and took it to the auto parts store and they told us the battery is great and there might be a "parasitic draw" on the battery. So after replacing the battery she drove it another day and then at the grocery store it would not start for her. I came out to pick her up and tried to start it while getting a jump off my truck. It never made a turning over noise. The first three or four times we tried to start it, it just made a whirring noise. Then when we tried to start the van it just made a clicking noise. If I had to guess, and I'm no auto expert, although I am mechanically inclined (I am an HVAC/maintenance technician) I would say that the starter has gone bad, but this thing is a beast just to get the battery out so I wouldn't mind any pointers from knowledgeable people and I would actually greatly appreciate it!
